In January 2014, E-Commerce and Online Gaming Regulation and Assurance (eCOGRA) was put in charge of software and systems testing for interactive companies interested in obtaining a Bulgarian license.
Aside from locally licensed operators, offshore companies target the residents. However, local authorities created a blacklist of unlicensed providers aiming to block them and increase consumer protection.
