This was done to boost the country’s economy. It led to improved infrastructure, especially in Manila. Casinos attracted tourists, and this led to economic growth.

Besides legalizing casinos, this presidential decree defined the duties of PAGCOR. It also outlined how the PAGCOR would collect and handle gambling revenue.

Presidential Decree No. 1602

On 11^th June 1978, President Marcos made Presidential Decree No. 1602 a law. This was just a year after implementing Presidential Decree No. 1067.

This legislation introduced harsh penalties for illegal gambling. Section 1 of the law outlined all unlawful gambling activities. According to the legislation, such activities attracted a fine of PHP 1000 to PHP 6000 or imprisonment.

Section 2 of the legislation granted an award to whistleblowers of illegal gambling. The recipient would walk away with 20% of the confiscated money.

Republic Act 7922

The 4^th of February 1995 saw the signing and establishment of the Cagayan Economic Zone Authority (CEZA). For this reason, the Republic Act 7922 was renamed the Cagayan Special Economic Zone Act of 1995.

This ecozone aimed to fully effect gambling laws in all areas of the Philippines. Section 6 of this legislation outlined more than 10 functions of CEZA.

According to section 10 of the legislation, CEZA was under the supervision of the Office of the President of the Philippines. This was done for coordination and policy direction.

Republic Act 9287

Most people demanded stricter gambling regulations in the Philippines. There were plenty of loopholes and misunderstandings in the previous laws. For that reason, Congress came up with the Republic Act 9287.

According to Section 1 of the legislation, the state adopted stricter measures to counteract illegal gambling. This applied to all parts of the country.

One of the measures was imprisonment ranging from 30 days to 90 days, that applied to gamblers. For casino operators offering illegal games, the penalty ranged from 6 to 8 years in jail.

Executive Order No. 13

President Durtete signed Executive Order No. 13 to effectively deal with illegal gambling on 2^nd February 2017. Thanks to the new law, gambling regulatory body structures were reorganised.

According to Section 5 of Executive Order No. 13, all regulatory entities had to report to the Office of the President. These include PAGCOR, CEZA, APECO, and AFAB. The entities were to submit progress reports about their fight against illegal gambling every 6 months.

Another Section under the legislation focused on clarification on online gambling. According to the Section, online gambling operators had to obtain licenses before setting up shop in the Philippines.

Republic Act 10927

November 2017 saw the introduction of the Filipino Anti-Money Laundering Act (AMLA). This was just 9 months after the implementation of Executive Order No. 13. Worth noting, the 2017 Anti-Money Laundering Act was an amendment of the 2001 AMLA.

Section 19 of this legislation provided the minimum verification documents Filipino casinos would request. These include names, residential addresses, nationality, place of birth, and source of funds. Furthermore, the legislation required all gamblers to submit a copy of their national IDs to casinos.
