US Delaware Online Casinos
Delaware is one of the few states to have state licensed and regulated online gambling, so it is unique in that regard. With respect to online casinos located outside of the State of Delaware, there is nothing in the statutes that would tend to prohibit a mere player from gambling at an unlicensed online casino.

In terms of operators, from a legal standpoint, in order to legally operate an online casino, a casino must also have a physical presence in the state via a licensed brick-and-mortar casino. Therefore, any other casinos operating out of or within the state would be unlawful in Delaware, but most of those casinos are located abroad, anyway.
Delaware had outright banned Daily Fantasy Sports, so any sites for that do not operate within the state of Delaware. Of course, most of those sites also tend to have some form of operations located directly within the United States, so they do not want to run afoul of state or Federal laws as they can be, “Reached,” from a legal standpoint.
That was in 2016, but then in 2017:
Delaware legalized DFS and opened the market for those willing to register within the state and follow other legalities (fees) for operation.
It was actually the first state to all-out legalize online gambling, so it is something of a pioneer. More importantly, it does not appear to even theoretically be a violation (not that they would prosecute anyway) for someone to be acting as a mere player in any online casino, whether or not the state regulates it.
...there are some online casinos located outside of the United States who make it a point not to accept customers from states with any form of legalized and regulated online gambling. There are several examples, but one of the more notable is Bovada, who will not accept any players from the State of Delaware. There may be a lesser number of casinos available to Delaware players, but there are still plenty (both regulated by the state and otherwise) to choose from.
