Some other sites have argued that online gambling is definitely legal in Georgia because the Georgia code has previously made no mention of online gambling, but as you can see here.

There are terms such as:
"Any slot machine, simulations or variation thereof," and, "Any video game machine or device, operated for any consideration, for the game of poker, Blackjack, any other card game or Keno.....etc"
These terms would effectively cover every possible way that a person could gamble online because it tends to cover electronic gaming, on the whole. Though the code may not explicitly use the words, “Online,” or, “Internet,” the intent is pretty clear.
The law on the books...
...covering players refers to, “Unlawful Gambling,” while the law that would seem to cover operators is called, “Commercial Gambling.” Interestingly, anyone who loses money by way of unlawful gambling in Georgia can technically sue the operator of the illegal gambling in civil court. While the person would probably win if he/she could prove the losses, it’s extremely unlikely that the casino in question would ever pay the judgment, or show up for court, to begin with.
Offering the games to Georgians in the State of Georgia is illegal, but again, anyone who would be offering these games is out of the reach of Georgia law enforcement.
As with all almost every other state:
We could find no instance of a player ever being arrested or being forced to pay a fine for the mere act of gambling online. Even when illegally gambling in physical locations, Georgia law enforcement seems to have always focused on enforcing the law against operators and tends to leave mere players alone.
