The Balkan gambling sector has taken a notable step toward unified cooperation with the creation of the Balkan Gaming Federation (BGF). The initiative, formalized through a Memorandum of Cooperation in Belgrade, brings together leading national associations to improve collaboration, streamline regulatory alignment, and increase the region’s visibility within Europe’s gaming industry.
Seven organizations signed the founding agreement: AGOS from Serbia, AOGGAB from Bulgaria, HUPIS from Croatia, ROMSLOT from Romania, GPIS from Montenegro, UPIS RS from Bosnia and Herzegovina, and MAK GEJMING from North Macedonia. Collectively, they represent both online and land-based operators, manufacturers, suppliers, and technology providers, encompassing a broad swath of the regulated market.
The partnership emerged through joint efforts by Serbian and Bulgarian associations and marks the first unified platform in the Balkans designed to coordinate industry priorities at both regional and international levels.
Regional Challenges Fuel Cooperation
The Federation’s launch coincides with widespread regulatory changes across the Balkans. In Serbia, newly passed legislation allows licensed operators to offer jackpots, boosting participation in regulated channels. Bulgaria is reviewing stricter rules, including raising the legal gambling age, while Romania is reforming its regulatory framework with an emphasis on player protection.
Montenegro has experienced tensions between authorities and the industry over proposed tax revisions, and Croatia has begun rolling out a national self-exclusion system as part of broader reforms. North Macedonia is exploring further restrictions, and Bosnia and Herzegovina is assessing potential changes to gambling tax treatment. These developments reflect a broader trend toward tighter regulation and evolving market structures, making coordinated industry action increasingly relevant.
Strategic Focus of the Federation
During its inaugural meeting, the BGF outlined priority areas, including combating illegal gambling, fostering fair competition, and sharing regulatory knowledge and best practices. The Federation also aims to harmonize positions on legislation, promote cross-border business partnerships, and organize regional events to bring stakeholders together.
The Balkans’ location at the intersection of Europe, the Mediterranean, and parts of Asia and the Middle East enhances its appeal to gaming operators. The region has developed technical expertise, workforce capacity, and operational infrastructure, which the Federation intends to leverage to strengthen its collective industry presence.
Linking to European Networks
BGF plans to maintain close ties with the European Gaming and Amusement Federation (EUROMAT), where several member organizations already participate. Its long-term vision positions the Federation as a regional cluster within Europe while retaining an independent structure and agenda.
Next steps include a follow-up meeting on May 26, 2026, in Belgrade, coinciding with the Belgrade Future Gaming exhibition. Participants will review and vote on the Federation’s founding statute, establish communication channels, develop a shared identity, and launch initial joint initiatives. By autumn, formalization of its structure and appointment of the first president are expected.
The Memorandum represents the first concrete stage in a broader plan to foster cooperation. For the associations involved, the Federation signals a strategic shift toward coordinated regional action in response to shifting regulations and market pressures.
