The Curaçao Gaming Authority (CGA) has introduced a new regulatory framework governing cryptocurrency use by business-to-consumer online gambling licence holders, establishing a phased compliance programme that extends through mid-2027.

The guidance applies to all group entities involved in cryptocurrency transactions and took effect in June 2026. The regulator has outlined standards covering deposits, withdrawals, treasury management and transaction monitoring, bringing virtual asset activities under stricter anti-money laundering and counter-terrorist financing controls.

The policy was publicly shared by CGA marketing and PR advisor Aideen Shortt and is intended to align licensed operators with evolving international expectations for virtual asset oversight.

New Requirements for Licensed Operators

Under the updated framework, licence holders may only use cryptocurrency in connection with gambling services. The regulator has prohibited operators from functioning as exchanges, custodians or virtual asset service providers.

The guidance also requires operators to implement blockchain analytics capabilities covering both deposits and withdrawals. These systems must support wallet screening, transaction monitoring and risk assessment procedures.

The CGA has outlined expectations regarding the types of digital assets operators may accept. Fiat-backed stablecoins are identified as the preferred option, while privacy-focused coins, meme coins and wrapped tokens with uncertain origins must undergo additional assessment or be excluded altogether.

Wallet management forms another major component of the new rules. Operators must maintain separate wallets for player funds, operational purposes and treasury activities. The regulator has also banned the use of personal wallets and wallets linked to ultimate beneficial owners.

Funds connected to sanctioned addresses, mixers or tumblers are prohibited under the framework and must be blocked immediately.

Compliance Deadlines Extend Into 2027

The regulator has established a series of milestones designed to give operators time to implement the required controls.

Within three months, licence holders must submit a compliant cryptocurrency policy through the CGA portal. By the six-month mark, operators must complete risk assessments, carry out due diligence on virtual asset service providers and ensure staff receive training on the new obligations.

Full implementation is expected within 12 months, by June 2027. At that stage, operators must have completed wallet segregation measures, deployed blockchain analytics tools, established transaction reconciliation processes and maintained records capable of supporting audits.

Although the framework allows for a phased transition, the authority has reserved the right to accelerate compliance requirements if material risks emerge.

Global Standards Shape Regulatory Direction

The CGA's approach reflects wider developments in cryptocurrency regulation. The guidance closely follows standards promoted by the Financial Action Task Force, including transparency measures and the Travel Rule for virtual asset transactions.

Regulators in several jurisdictions have increased scrutiny of cryptocurrency use in gambling, particularly in areas relating to consumer protection and financial crime prevention. The latest Curaçao measures follow broader efforts across regulated markets to strengthen oversight of digital asset activity.

At the same time, cryptocurrency compliance technology continues to evolve. Blockchain analytics tools and regulatory technology solutions have expanded, though challenges remain around decentralised finance structures, privacy-focused assets and wrapped tokens.

For operators holding Curaçao licences, the new policy represents a significant increase in compliance expectations.
