The European Gaming and Betting Association (EGBA) has detailed its latest work on player protection, anti-money laundering and regulatory policy alongside figures showing continued growth among its members. Published on 9 July 2026, the association's Annual Activity Report 2026 covers developments during the previous year and includes aggregated data from its operator membership.
EGBA members generated €18.0 billion in online gross gaming revenue (GGR) during 2025, 34% more than in 2024. They processed 248.7 billion online stakes worth €275.3 billion, while customer winnings reached €257.3 billion. Active online customer accounts rose to 43.8 million.
Safer Gambling Reaches More Players
European Safer Gambling Week 2025 recorded its strongest participation since the campaign began. The fifth edition, held from 17 to 23 November, involved 221 partners across 24 countries, a 14% increase from 2024. Its social media campaign reached 4.1 million people, while 23 events attracted 4,000 registrations and 120 speakers.
For the first time, safer gambling messages appeared during live televised football matches in Bulgaria, Germany, Greece and Italy. EGBA also launched safergambling.eu in October 2025 as a permanent player-protection platform providing information about national helplines, self-exclusion options and safer gambling guidance.
The European Committee for Standardisation approved EN 18144in September 2025. The voluntary standard, based on an initiative EGBA launched in 2022, establishes nine behavioural indicators intended to help operators identify potentially harmful gambling more consistently.
In October 2025, EGBA introduced its Responsible Influencer Marketing Pledge with support from the European Advertising Standards Alliance. The pledge commits members to stronger age-gating, clearer commercial disclosures and content rules intended to prevent gambling marketing from appealing to minors.
AML Activity Continues Alongside Market Reform
EGBA members completed their second annual reporting process under the association's AML Guidelines. EGBA also engaged with the Anti-Money Laundering Authority (AMLA), which began operations in Frankfurt on 1 July 2025, as the EU's updated AML framework moved toward implementation. The association said it will begin revising its AML Guidelines in 2027.
Regulatory changes included the Court of Justice of the European Union dismissing the Netherlands' appeal in a state aid dispute in October 2025. Finland approved legislation ending its online gambling monopoly in January 2026, with its multi-licensing framework scheduled to take effect on 1 July 2027.
During the period, Tipico became EGBA's ninth full operator member, while Yaspa joined as an associate member. EGBA also appointed Pierre Tournier, Irina Kubinschi and Zeïneb Haouachi to strengthen its policy and regulatory work.
Member Figures Show Continued Expansion
Casino accounted for 48% of members' online GGR in 2025, while sports betting represented 46%. Members held 401 online gambling licences across 22 European jurisdictions and accounted for about 30% of Europe's online gambling GGR.
EGBA's sustainability data showed that members contributed €3.8 billion in taxes to European economies during 2024. Safety tools were activated by 69% of customers, members sent 100 million safer gambling messages, and 83% of employees received safer gambling training.
EGBA plans to continue working with European institutions and national regulators on AML, illegal gambling, safer gambling and upcoming policy discussions, including the Digital Fairness Act.

The growth figures are impressive, but it's equally encouraging to see safer gambling becoming a bigger part of the industry's focus. With more players and markets moving toward regulation, consistent standards and better player protection will become increasingly important.

The growth figures are impressive, but it’s good to see player protection and AML continuing to get attention alongside the market expansion. The stronger participation in Safer Gambling Week is particularly encouraging.
