Lithuania has outlined plans to introduce a mandatory player card system that would reshape how gambling operates across the country. Authorities intend to enforce the requirement from January 1, 2029, making the card essential for anyone seeking to participate in gambling activities, whether online or at physical venues.
The proposal forms part of a wider regulatory effort led by the Ministry of Finance to tighten oversight and reduce the risks tied to gambling. Lawmakers have already backed the initiative, which will establish a unified system linking individual players to their gambling activity.
Central Monitoring Across All Gambling Activity
Under the new framework, every player must use a card linked to their identity. The system will record deposits, wagers, and winnings across all operators, giving regulators a comprehensive view of individual gambling behavior.
The card will act as the sole gateway to legal gambling. Without it, access to licensed services will not be possible. Authorities aim to prevent players from moving between operators without detection.
Lithuania’s Finance Minister Kristupas Vaitiekūnas said: “The player card is a core tool for implementing responsible gambling policy. It strengthens the prevention of problem gambling and ensures that the main objective — reducing access to gambling and its potential harm to health — is actually achieved”.
Officials also point to benefits in tackling financial crime, as every transaction will be tied to a verified identity.
Shift to Digital Payments and Transition Period
The reforms include phasing out cash payments in gambling venues. Players will instead use non-cash transactions connected to their card accounts, ensuring full traceability.
Operators will have a three-year transition period starting in 2027 to upgrade systems and meet the requirements. This includes adapting both physical machines and online platforms to a centralized database.
Vaitiekūnas explained: “A three-year transition period is being set to give gambling operators time to upgrade existing equipment or replace it with systems that comply with non-cash payment requirements from 2029.”
Some regulatory changes will begin earlier, with expanded supervision measures taking effect from May 2027.
Stronger Oversight and International Context
The reforms will expand the powers of the Gaming Control Authority, allowing it to oversee compliance across all gambling channels. Centralized data will enable restrictions to apply across operators if players exceed limits or show risky behavior.
Operators must also integrate identity verification, transaction monitoring, and exclusion systems to detect harmful patterns.
Lithuania’s gambling market generated more than €131 million in the first half of 2025, prompting tighter controls. Additional measures already include advertising restrictions introduced in July 2025 and raising the legal gambling age to 21 from November 2025.
Similar steps have emerged elsewhere. Australia has moved to restrict gambling advertising during certain broadcasts, while Ukraine has introduced systems blocking specific groups from online gambling.
Officials present the player card system as part of a wider effort to create a more controlled gambling environment while limiting associated risks.
