With the first quarter behind us, most of the world took to “counting their blessings” or rather checking out how they fared in Q1 from the financial standpoint.

With much of the Europe and Asia busy with this, the US still kept going strong with regulatory affirmations and changes which we will address in full.

US Regulatory Updates

Virginia: Gov Ralph Northam has suggested amendments to the existing gambling legislation that would disallow unregulated gaming machines in the state. The ban may come into effect on 01 July 2021, if accepted.

Illinois: Online sports betting accounts in-person registration requirement in the state was introduced again on 04 April 2021. This has been temporarily suspended since June 2020 as a response to the COVID19 pandemic.

New Jersey: Golden Nugget launched its online sportsbook in partnership with Scientific Games on 24 March 2021.

Wyoming: Gov Mark Gordon has signed the online sports betting bill, HB133. It was made into law on 05 April 2021. It legalized online sports betting in the state at a tax rate of 10% of gross win. Operators must be present and working in at least three other states to be eligible for a license.

Texas: Congressional Rep for El Paso Country has introduced legislation for Congress to allow the Ysleta Del Sur Pueblo and Alabama-Coushatta Tribes to offer electronic bingo on tribal land.

North Carolina: The legislation was passed to the Senate to legalized online sports betting. SB688, would provide 10 to 12 licenses to commercial online operators and set a tax rate of 8% of gross win.

New York: Gov Andrew Cuomo approved the 2021-2022 budget, which also included the language for legalise of mobile sportsbetting in the state. The language stated that the State Gaming Commission would select at least two providers of sports betting who must be partnered with an existing land-based casino and offer at least four skins combined. The licenses will be awarded through an RFP process that should start around July 1st, 2021. Bids must meet minimum criteria including a tax rate of now lower than 12% of gross win.

Maine: A legislation was introduced to the Senate to allow retail and online sportsbetting. SB1352 would legalize the state’s racetracks, OTBs, gaming machine operators and tribes to provide retail betting and online betting. Retail betting would come with a tax rate of 10% of gross win and online betting would be taxed at 16%.

Maryland: Sportsbetting bill HB940 was passed by the legislature and progressed to the Governor for final approval.

Arizona: State Governor Doug Ducey signed retail and online sportsbetting bill, HB2772, into law. The bill legalised retail and online wagering through the state’s 24 tribal casinos as well as 10 licenses to be awarded to major league sports organisations. The bill also permitted daily fantasy sports and keno games in the state as well as expanding the types of table games permitted at the state’s tribal casinos. Following the enactment of the bill the Department of Gaming began the process of developing the regulatory and tax framework to govern the industry.

Alabama: The Senate passed legislation to permit sportsbetting and casino gaming in six locations in the state. The bill would authorize retail and online sportsbetting, gaming machines and table games in facilities based in the counties of Dekalb, Greene, Houston, Jackson, Macon and Mobile. The Alabama Gaming Commission would be established to govern the industry and the tax rates were proposed on gross win at the rates of 20% for sportsbetting, 27% for gaming machines and 35% on table games.

Washington: The Gambling Commission reached a provisional agreement to permit the Tulalip Tribe to offer retail and on-site mobile sports betting at its casinos. The agreement was submitted as an amendment to the tribe’s class III gaming compact with the state and required final approval from the Commission through a vote on 10 June 2021.

New Hampshire: Legislators in the House and Senate introduced concurrent legislation to legalise historical horserace betting at licensed betting facilities in the state.

Florida: Local news sources reported the State and the Seminole Tribe had reached an agreement in principle to permit the Tribe to offer retail and mobile sportsbetting. The details of the agreement were not released however sources stated the agreement would be submitted to the legislature for approval before the end of the month.

Arkansas: Rep Lee Johnson introduced legislation to legalize online sports betting in the state. HB1942 would allow the casinos in the state to offer online sports betting and tax the activity in line with retail betting at a rate of 13% on the first $150m of gross win, and 20% above $150m.

Rest of the World Updates

Japan: The country’s Casino Regulatory Commission has presented a wide range of draft regulations about the future IR casinos. They outlines the nine games that would be allowed inside the premises including blackjack, poker, roulette, baccarat, sic bo, pai gow, casino war and money wheel.

China: The Minster of Public Security, Zhao Kezhi, has announced plans to battle the cross-border gambling. His proposals target the financial and technological platforms and services that facilitate gambling. The Minister also stated the country would work with offshore jurisdictions to stop the attraction of Chinese citizens to gamble internationally.

Sweden: The nation’s government suggested more online gambling restrictions due to COVID19 pandemic until 14th November 2021. These would impose a weekly deposit limit of SEK5k as well as maximum bonus limit of SEK100 on online casino games.

Germany: The governments of Saarland and Sachsen-Anhalt states green-lit the Interstate Treaty on Gambling. The state of Nordrhein-Westfalen is the only remaining state that needs to vote on the Treaty.
