Italy’s online gambling sector has undergone a major restructuring, reducing the number of licensed operators and reshaping the competitive landscape. In late 2025, authorities issued 52 concessions to 46 operators, replacing a previous system that included more than 400 licensed domains. This shift followed the introduction of Legislative Decree 41/2024, which significantly raised entry costs and tightened requirements.
Against this backdrop, Barcelona-based game studio Peter & Sons reported in April 2026 that its portfolio is now accessible through operators representing around 70% of the newly licensed market. The company described this figure as its own estimate of coverage within the regulated segment.
The overhaul also increased the upfront licence fee from €200,000 to €7 million for a nine-year term, limiting participation to larger companies. Analysts expect that between 30 and 35 operator groups will eventually dominate most online gaming revenue under the updated framework.
Partnerships Drive Distribution Reach
Peter & Sons built its presence in Italy through collaborations with key distribution platforms and operators. Its titles are currently available via partnerships with major brands including Sisal, SNAI, PokerStars, Eurobet, Betsson Italy, Lottomatica, Goldbet, and Diecimilauno.
The studio relies on two primary aggregators to deliver its content: Octavian, a Rome-based platform provider with extensive reach among Italian operators, and Light & Wonder, with which it signed a distribution agreement in October 2024. Through these channels, the company has expanded its access to a large portion of the regulated market.
The company first established a foothold in November 2024 when it partnered with Octavian Lab, initially launching its games with Eurobet before extending availability across the aggregator’s wider network. It indicated that further expansion within Italy is expected as the market continues to consolidate.
Titles Gain Traction In Regulated Environment
Among the Peter & Sons’ games currently offered to Italian players are Barbarossa Dragon Empire, Barbarossa Revenge, and Thunderhawk. The studio stated that these titles have generated strong engagement and steady commercial results, though it did not release specific performance figures.

Peter & Sons pointed to the country’s strict certification requirements and concentrated operator base as factors that make its current reach notable. The company views these conditions as shaping a more controlled but potentially more stable environment for content providers.
Founded in 2019, Peter & Sons operates as an online slots developer and is backed by SkillOnNet, which invested in the company in 2023. The studio holds licences in more than 15 regulated jurisdictions, including markets across Europe and beyond, and distributes its content through its own remote gaming server platform alongside aggregator partnerships.
As Italy’s revised licensing system continues to take effect, the company’s reported reach highlights how suppliers are adapting to a market defined by fewer operators and higher regulatory thresholds.

That €7M license fee is crazy, it basically shuts out smaller companies completely. No surprise they’re leaning on partnerships to stay in the market. It might make things more stable, but it also feels like it’s killing competition a bit.

Italy really said “less is more” and turned 400+ sites into an exclusive VIP list overnight :D Now it’s basically the Champions League of operators… and Peter & Sons somehow already grabbed 70% of the stadium seats. Not bad for a “tightened” market.
