LCB team investigated Quen Casino, operating at quen.cash, on September 8, 2026. Following our standard casino-check process, we uncovered numerous red flags.
Our review of Quen.cash Casino raised serious questions about the casino's claimed licensing, stated corporate ownership, games available on the platform, and account verification procedures. We also found indications that some of the site's player activity and reviews could give users a misleading impression.
Licensing Claims Come Under Scrutiny
Quen Casino presents itself as being connected to both the Curaçao Gaming Authority and the UK Gambling Commission. We checked these claims during our investigation and found no valid UKGC license for the casino.

The Curaçao licensing claim also raised significant concerns. The website identifies Better World N.V. as its operator and displays license number OGL/2024/836/0401. Our checks found that this license number is associated with Better World N.V. in official Curaçao records. However, we found no official evidence connecting quen.cash to that licensed operator.
This distinction is important because displaying a genuine license number does not establish that a particular website operates under that license. We found no verifiable regulatory documentation linking quen.cash to Better World N.V.
We also examined the certificate link displayed on the website. The casino's license badge directs visitors to cert.gcb.tw, while the official Curaçao Gaming Authority certificate system uses cert.cga.cw.

This discrepancy formed another significant part of our assessment, as the domain used by Quen Casino does not match the official verification system we identified.
The site's footer makes the following direct ownership claim:
"© quen.cash is a brand name of Better World N.V. Reg No 132488, having its registered address at Groot Kwartierweg 10 Livestrong Building Curaçao, licensed to conduct online gaming operations by the Government of Curacao. Herpestidae Services Limited Reg No. HE 410029, having its registered address at 1, Avlonos, Maria House, Nicosia, 1075 Cyprus, is a wholly owned subsidiary of Better World N.V. which provides management, payment and support services related to the operation of the website. 18+ to play, gamble responsibly."

Our investigation found no reliable evidence establishing that quen.cash belongs to or operates under Better World N.V.
The Curaçao company records we reviewed show that Better World N.V., registration number 132488, was incorporated on May 2, 2014. Its registered address is listed as Groot Kwartierweg 10, Livestrong Building, Curaçao. The records describe its business activities as including remote gaming operations.
Those records also identify eMoore N.V. as Better World N.V.'s statutory director. eMoore N.V. was incorporated on October 26, 2005, and its listed address is the same Groot Kwartierweg 10 location.
The company records supplied for our investigation identify Jared Maikel Vivas and Stefanie Carolien Johanna Hardeman Knoester as managing directors of eMoore N.V., alongside several proxy holders.
These corporate records establish information about the companies themselves, but they do not provide the missing link between those companies and quen.cash.
Game Checks Raise More Questions
We also examined the games offered through the casino. Our technical review identified what we described as fake or unauthorized versions of games associated with several established providers.
The providers identified in our checks were Greentube, Aristocrat, Playtech, iSoftBet, NetEnt, and Pragmatic Play.
Greentube

Aristocrat

Playtech

iSoftBet

NetEnt

Pragmatic Play

Our technical evidence included differences between the games' source code and the expected provider source, manipulated JavaScript files, and the absence of official provider servers. We documented separate examples involving games attributed to each of these providers.
These findings added another concern to the licensing issues because players may reasonably expect a game carrying a provider's name to originate from that provider or an authorized source.
Deposit Requirement Appears During Verification
Another part of our investigation focused on the site's account verification procedure.
The process takes users through several stages. Players first begin the verification process and enter personal information such as their name, country of residence, and date of birth.

The website then displays a verification-in-progress message before presenting a final step related to withdrawals.

At that point, the website states:
"To withdraw funds to a third-party address, you need to activate your account. To activate your account, make a minimum deposit of 100$. Your deposit can still be withdrawn after activation. If you have any questions or need help, please contact support chat or create a ticket.."

We consider this a major warning sign.
A deposit requirement tied directly to account activation and withdrawals creates a significant risk for players, particularly when the operator's licensing status remains unverified. Proper KYC procedures generally involve checking information and documents such as identity details, proof of address, and payment information.
There can be circumstances at legitimate casinos where a player receiving a no-deposit bonus must make a verification deposit for payment-method security.
In such cases, the supplied information may indicate that the deposit can be returned as part of the withdrawal. This differs from a process that presents a deposit as a condition for activating an account.
Website Reviews and Player Activity Raise Concerns
We also examined the reviews published on Quen Casino's website. The page displayed only five-star testimonials, including claims from people who supposedly had been members since 2017.

This creates an obvious timeline issue when compared with the reported September 5, 2026 domain registration date. We therefore included the reviews among the warning signs identified during our investigation.
The betting information shown on the site raised similar questions. The displayed wagers and payouts appeared frequent and substantial, yet we found no independent evidence confirming that these transactions represented genuine customer activity.

Taken together, these website features contributed to our overall assessment of the casino.
Our Assessment of Quen Casino
LCB classified Quen Casino as unsafe and high-risk after its September 8, 2026 investigation.
No valid UKGC license was found, and its Curaçao license could not be verified. Technical checks identified alleged unauthorized games and a $100 activation deposit requirement. Ownership claims and player activity also raised concerns.
All in all, this casino should be avoided at all costs. Gamble responsibly!
