Sweepstakes Platforms See More State Exits in July

Sweeps­takes operators continued adjusting their US availability during July as new state restrictions took effect and additional legislation increased compliance pressure. Indiana and Maine accounted for the most significant exits, while operators also tightened access in Iowa and Tennessee ahead of Louisiana’s August 1 prohibition.

Indiana’s sweepstakes ban became effective on July 1. Many large platforms had already withdrawn during June, leaving remaining operators to update their restricted territory lists as the deadline arrived. Maine followed on July 29, after the state’s prohibition officially became effective.

Indiana and Maine See Further Withdrawals

The Maine effective date also clarified earlier confusion surrounding the legislation. Some reports had identified July 15 as the start date, although legislation without an emergency clause takes effect 90 days after the Legislature adjourns. The Maine Legislature adjourned on April 29, making July 29 the applicable date.

During July, several operators added one or both states to their restricted jurisdictions. Some platforms chose a Gold Coin-only model rather than completely removing access.

As of July 31, Casino Click, Cluck, FreeSpin, Legendz, Lucky Rush, Lunaland, Moonspin, Rebet, Rune Wager, Scrooge, Sorcery Reels, SweepsUSA, Sweet Sweeps, The Money Factory and others still listed Indiana and Maine as available in some form.

Cosmo Slots, Speed Sweeps, Rich Sweeps, Sweeps Royal, The Win Zone and Zoot continued to allow Maine access, while some operators could still revise their lists after the prohibition took effect.

Iowa Attracts Additional Restrictions

Iowa also recorded several availability changes despite lacking a prohibition equivalent to those in Indiana and Maine. New legislation gives regulators greater authority to issue cease-and-desist orders and seek injunctive relief against unlicensed operators.

That legal change coincided with more platforms restricting Iowa during July. Carnival Citi, Cosmo Slots, Dara, Golden Hearts, Jefebet, Lavish Luck, Lucky Slots, Lucky Stake, Rolling Riches, Sidepot, Smiles, Spin Saga and The Win Zone were among those adding restrictions. Golden Hearts moved Iowa to Gold Coin-only access.

The additions indicate that operators continue to treat Iowa cautiously as regulators receive stronger enforcement powers.

Louisiana and Tennessee Remain Under Scrutiny

Louisiana and Tennessee have already seen widespread restrictions because of enforcement activity. Consequently, their new prohibitions produced fewer changes than the measures introduced in Indiana and Maine.

Louisiana’s prohibition is scheduled to take effect on August 1.

Tennessee’s ban is already active, yet Casino Click, Lucky Slots, Peak Play, Rebet, Ruby Sweeps, Rune Wager, Sorcery Reels, SpinQuest, SweepsUSA and Sweet Sweeps continued to list the state as available.

By the end of July, commonly restricted jurisdictions included Connecticut, Idaho, Indiana, Louisiana, Maine, Michigan, Montana, Nevada, New Jersey, New York, Tennessee and Washington. Delaware, Kentucky, Maryland and West Virginia were also commonly excluded.

Oklahoma has separately enacted a prohibition scheduled for November 1. Significant operator movement there is unlikely until that date approaches.

August is expected to bring fewer major exits than July. Operators could still add Indiana and especially Maine to restricted lists, while further changes remain possible in Iowa, Louisiana and Tennessee. Oklahoma is likely to attract greater attention closer to its November effective date.
