The UK Gambling Commission has outlined a series of significant rule changes aimed at improving how gambling operators help users manage their spending. Starting from October 31, 2025, and fully in effect by June 30, 2026, all licensed online operators will be required to introduce clearer, more consistent deposit limit tools.
These updates follow the Gambling Act review white paper and reflect growing pressure for more structured player protections. Countries like the Netherlands and Germany already enforce similar requirements, and the UK is now following suit with its own phased implementation strategy.
Deposit Limits to Become Standard by Mid-2026
By June 30, 2026, all UK online gambling platforms must allow players to set a ‘deposit limit’, defined strictly as the total funds paid into their account during a selected time period. To reduce ambiguity, this specific limit is the only one that operators can label as a "deposit limit." Other financial controls—such as loss limits or net deposit limits—can still be offered but must be clearly distinguished and equally accessible on gambling websites.
Helen Rhodes, Director of Major Policy Projects at the Gambling Commission, emphasized the importance of consistency and user clarity: “These further changes will also bring consistency and clarity for those consumers choosing to set deposit limits, while still supporting gambling businesses to offer customer choice for different forms of limits.”
October 2025: First Wave of Rules Takes Effect
The rollout begins at the end of October 2025, when operators must begin prompting users to set a financial limit before their first deposit. These tools must be easy to find and simple to modify. Additionally, operators are obligated to:
- Remind customers every six months to review their gambling activity and account information
- Offer free-text fields so users can set personalized, meaningful financial caps
- Provide clearly visible links on home and deposit pages for setting limits
- Act immediately on requests to lower financial limits
The Gambling Commission noted that these adjustments are meant to boost user control without limiting player freedom. Rhodes added: “Our work will help empower consumers to have greater awareness and control over their gambling.”
Consultation Drives Technical and Terminology Tweaks
These measures are a result of a March 2025 consultation, which reviewed how deposit-related controls should function. Respondents expressed concern over mandating gross deposit limits—total deposits made during a period without factoring in withdrawals. This prompted the Commission to clarify that only these gross limits can be termed "deposit limits."
Operators are still free to offer alternative limits—such as net deposit limits (deposits minus withdrawals) and loss limits (total stakes minus winnings)—but they must be displayed with the same level of prominence.
To further reduce confusion, the term "spend limits" will be retired in favor of "stake limits", and operators must explain clearly how each type of limit works. For example, if a player selects overlapping timeframes for different limits, the most restrictive setting will automatically apply.
Moreover, once a deposit limit is in place, players cannot exceed it unless they choose to opt out, which will involve a 24-hour cooling-off period before it is lifted.

It’s a welcome and overdue step by the UK Gambling Commission. Phased deposit limits will empower consumers, clarify responsibility, and push operators toward safer practices. If implemented well and enforced fairly, this could be a model for other jurisdictions.
