False - This Statue of Liberty was erected to pay tribute to the accomplishments of black soldiers during the Civil War. A  black woman served as the model for Lady Liberty which was replaced with the current version after it was "refused by America.

Truth - It is actually Lady Liberty statue at the Agrément roundabout on the Caribbean island of St. Maarten. the sculptor Theodore Bonev who dedicated it in  2007 to commemorate the 159th anniversary of the Emancipation Proclamation. There is absolutely no connection to the Statue of Liberty in New York.
