    1. Stay in their own playground. Provide for the common defense, promote the "General Welfare" and secure the blessing of liberty.

    2. Meddle with the private citizen. Let the STATE deal with that. On a state by state basis. Bad enough some states get nasty, but being bullied by your own government is rather disgusting.
