definitely it is a warning sign when ever there's a new casino licensed by Curacao. With that said there are good casinos using this license, not that this exonerates the licensor itself from their own responsibility to keep them casinos in check ( which they obviously don't ).
Now IMO there are two scenarios as to why Curacao would license casinos with fake games:
1. They just collect the licensing fee etc, without doing their due diligence and inspecting whether the games are legit or not and whether there is anything else suspicious
2. They initially do their due diligence before giving the license, but after a while rogue casinos would simply add pirated games without the licensor's knowledge.
Im more inclined to believe in the 2nd scenario , having in mind the correspondence we had with our Curacao contact and in regards to some rogue reports. As well as their willingness to suspend the offender's license..
Still they should tighten up their approval process and keep these casinos in check and do at least a yearly audit.
