A General Overview
The online gambling industry in Cuba is virtually non-existent. There are two main reasons for this. The first reason is that all gambling is illegal in the country. While this seems pretty substantial, it's really the secondary reason for why there is no real online gambling scene. The primary reason is that most households do not have Internet access because of bandwidth restrictions. The government takes the stance that the limited bandwidth they do have needs to be limited to hospitals, schools and government operations.
Along these lines, there are no companies that offer online gambling services of any kind in Cuba. While there's likely a market for it there, the simple fact of the matter is that the logistics and legal problems are entirely too much of a hassle. We're sure that there are plenty of illegal options to gamble, but because of the lack of widespread access to the Internet, it's unlikely than many (if any) are available online.
The Potential for Future Licensing
One of the possible saviors of eventual online gambling in Cuba looked like it could be Raul Castro. When he took over control of the country from his brother Fidel, a lot of people were shocked that he made a number of changes that started to hint at a bit more freedom in certain areas.
Unfortunately, it was Raul who put in place the ban on Internet access in households because of bandwidth restraints, so it looks like the country is years (if not decades) away from any sort of licensing process for online gambling sites. However, if things continue to push in the positive direction, then it's not out of the question to see it happening inside of the next 20 years.
Protection for the Players
If you're playing at an online gambling site of any form in Cuba, you're probably not going to have a lot of options in terms of being protected. A significant number of legitimate online gambling operators do not allow sign-ups from Cuba. Because of this, people who would be able to play from Cuba for some reason would have issues even getting signed up with a legitimate site in the first place. Even if someone was able to get signed up and deposit, there would be no legal recourse if something shady happened. For these reasons, Cuba is not viable as an online gambling jurisdiction for any types of games or betting.
