Ecuador is located on the north-west coast of South America south of the connection with Panama. It borders Columbia to the north and Peru to the south and east. The Pacific Ocean forms the entire western coastline of this country.
Overview
For several decades, almost every single type of gambling was allowed in Ecuador. However, an unexpected referendum in 2011 by left-leaning President Correa outlawed it, and between 150 and 200 land-based gambling establishments were closed. In this move, however, it was not made clear if online gambling was made illegal because it was not addressed in the referendum. Between this and the fact that no player has been charged with a crime over online gambling, it's undetermined whether it's illegal in Ecuador.
Licensing
No licensing process has ever existed in Ecuador for online gambling operators. If gambling is made explicitly legal again, however, it's not 100 percent certain that they would continue denying licenses to Internet operators. The main perk their government would have for putting a licensing process like this in place for land-based businesses is the extra revenue, and while there's no logical reason for them to skip over the Internet-based companies, they've done it in the past.
On the other hand, a lot of progress has been made in a few South American countries, and when the licensing process takes hold in one part of the world like this, it seems to spread to neighboring countries. This could definitely influence the situation in Ecuador years down the road if they make gambling legal once again.
Player Protections
No player protections of any kind exist for players in Ecuador. However, the government also has not went after any players for gambling online. When land-based gambling was legal, players had the ability to appeal to the government if some sort of shady dealing went down, but it's not clear if these appeals were effective since gambling was initially voted down because of corruption. If they were to license online gambling later on, then players would need to keep this history in mind because it could be a pretty important indicator about the chances for fair appeals processes. Unless things changed drastically, it's not clear whether players would have much to appeal to.
