However, no companies have been licensed to do so to date, and there are no specific guidelines available to the public for what a company would need to do to become licensed. Many of the land-based companies that have been licensed have been known for shady business practices and a low level of service. While it's not clear to what level this speaks to any sort of corruption, it does illustrate that either through pure ineptitude or back-room dealings, licenses from the NLA will not mean much, and they should not inspire customer trust at this time.
Player Protections
No sort of reasonable player protection is offered by the National Lottery Administration on their land-based games, so if they were to ever start offering licenses for online operations, it wouldn't be advisable that players frequent those games. There are no laws in Ethiopia that ban online gambling for players, however, so players from this country would be better off sticking to foreign operators who have a solid reputation for taking care of their players and being reliable with cash outs.
