Finland is located in north-east Europe. It borders Russia to the east, the Baltic Sea to the south, the Gulf of Bothnia to the west, Sweden to the west and Norway to the north.

Overview

The situation for online gambling in Finland is interesting. Most online gambling is run by a state-owned monopoly, and that's been the case since the late 1990s. However, the European Commission has ruled that Finland is not abiding by the rules of the European Union by enforcing this monopoly, and they have begun steps that would allow other companies to get licensed and offer services in the country. It's a complicated scenario that has played out since 2007, and there hasn't really been an end in sight up until this point.

The way this monopoly works is that the government has essentially given a single license to one company that handles all forms of online gambling. The issue is that European Union rules do not allow for this type of monopoly on the basis of fair trade.

Licensing

Despite the fact that Finland has used protectionist policies with online gambling that haven't made them popular with the European Commission, the single license they have given out to their state-owned monopoly has been enforced at a high level. They operate at the highest level of business in terms of their practices and advertising standards. Chances are that they will eventually be made to offer licenses to other companies, and when that happens, it seems like their licenses will be made to really mean something because of the standards they have established for online gambling in the country already.

Player Protections

Players are protected in some major ways thanks to the terms of the single license that has been granted to Finland's state-owned monopoly. If players have any type of complaint whatsoever, they are encouraged to report it and follow up on its investigation. The reason for this high level of operating with customers in mind is that they do not want players to lose faith in the monopoly itself because that would mean they would look to play with foreign sites instead, and this would hurt Finland's revenues from online gambling. Overall, it's a system that works for the country itself, but not to much in the context of the greater European Union.
