Like most countries under Islamic law, Iran has a ban on all forms of gambling. This is generally understood to include online gambling, though there are no clear laws describing such. However, unlike most countries under Islamic Law, this ban is largely ignored and not really policed on any level.
Because of this attitude towards online gambling, many regulated sites from other jurisdictions accept players from Iran, which is a lot different than how these same sites treat other countries with a similar legal situation. There have been not publicized reports of anyone being arrested or charged for gambling on the Internet, though because it is understood to be illegal there, players should practice caution if they do decide to play.
Licensing
Some countries under Islamic law have regulated different types of gambling, and although Iran has not, their attitude of not really seeming to care about online gambling acts as a double-edged sword. On the one hand, they are unlikely to institute any big measures to thwart players who like to play online like blacklists or financial restrictions. On the other hand, they're also not very likely to have anyone champion the cause in the political arena to get the industry regulated there. The result is that licensing is unlikely to happen in Iran anytime soon, though it's also unlikely things become more hostile towards players.
Player Protections
As you can expect from any country that has an implied ban against online gambling, the government isn't going to be offering any kind of protection to players anytime soon. With that having been said, at the time of this writing, they're also not active when it comes to going after people who gamble on the Internet. For the time being, chances are that players won't be bothered in any significant way if they choose to play online with reputable sites with a good history of being honest and helpful to their players.
