Overview

Moldova is extremely lax about how they handle online gambling. All forms of online gambling are legal in this country, but only the lottery is regulated on the national level. There is no real form of regulation or licensing outside of that, but there are no laws that keep people from playing with foreign operators. While they might change this in the future, there has been no real political activity on any level that would indicate that it would be any time soon.

Overall, online gambling is only partially regulated, and there is only one lottery company licensed by the government, so it wouldn't be completely out of the realm of possibility for them to start regulating other types of games much later on in the future. With that having been said, there most likely won't be anything overly-restrictive except to make licenses more attractive to operators if they do switch to that model at some point.

Licensing

The National Lottery of Moldova is the only online gambling operator that has a license to operate in the country. This operator has software provided by the Amaya Gaming Group with an extremely long and exclusive contract that lasts two decades starting in 2011. Outside of that, there have been no efforts to pull other types of online gambling under the licensing umbrella. In fact, it's not something that has been changed or tampered with, except for the tax rates for the National Lottery of Moldova, since its inception.

Player Protections

Players are protected on a high level when they play with the state-licensed lottery. Players are explicitly allowed to play with foreign gambling sites, however, and there are no government-backed protections for those players. If you're playing with the National Lottery, then you have a very straight-forward path for escalating complaints through their website. While they take these complaints seriously, there doesn't seem to have been many of them in the first place, and a large part of that probably has to do with the fact that they went with a well-established software brand in Amaya instead of creating their own in-house platform like some countries do.
