The situation with online gambling in Nigeria is probably unlike what's going on with any other country in the world, and that makes it particularly interesting. Back in 2013, the main Commission that governs gambling in the country launched an online casino that only offered roulette games. It's not clear if this was some sort of test of concept or a part of a larger project, but it only lasted for a few months before going down. It's no longer in operation.
With that having been said, there are no laws against playing in online casinos or other types of gambling sites in Nigeria. On the land-based side, there are regulated casinos and other types of government-operated gambling like lotteries, but nothing is offered on the Internet. This means that players only have foreign operators to choose from.
Licensing
The one site with roulette that was licensed by the Commission back in 2013 did not last very long, and there weren't many details ever given to the public about what the licensing process was like. On one hand, they haven't done much with online gambling, so there's no reason to expect new sites to pop up here anytime soon. On the other hand, the licensing process is already in place, so it would be possible for a site to start trying to get in on the action tomorrow if they were well-received by the Nigerian government. It's a very volatile but industry-friendly situation to say the least.
Player Protections
It's unclear what player protections would exist for sites or software companies that are licensed in Nigeria in the future. For the land-based side, player protections exist on a high level because they want to keep confidence in the regulated games. Illegal land-based gambling is a big problem in Nigeria, and they know the importance of maintaining confidence in their casinos, national lottery and other games so that they can keep as large of a piece of the market as possible. We'd expect they would do the same with online gambling.
