The State of Alaska, much like Alabama, prohibits, ‘Unlawful Gambling,’ but they are more specific in defining unlawful gambling as, ‘Gambling not specifically allowed by law.’  In other words, for Online Gambling to be considered lawful in the State of Alaska, the State of Alaska would have to specifically legalize, authorize (and presumably, regulate) it, and they have not done any of those things. Â
The State of Alaska defines a first occurrence of, ‘Unlawful Gambling,’ as a, ‘Violation,’ which actually carries with it no legal penalties.  However, any further instances of, ‘Unlawful Gambling,’ would constitute a Class B Misdemeanor which can carry with them fines of up to $2,000 and up to 90 days in jail. Â
Once again, as a practical matter, any such laws would be extremely unlikely to be enforced with respect to online gambling if one is acting as a mere player.  Furthermore, and again from a pragmatic standpoint, such a violation wouldn’t result in any meaningful negative consequences by way of a first occurrence, it would take a second occurrence before anyone is actually dealing with meaningful criminal penalties.  In effect, in the extremely unlikely event that a mere player is actually prosecuted on a first-time basis, then that player would simply do well to participate no further in, ‘Unlawful gambling.’
The laws of Alaska are extremely strict when it comes to the act of, ‘Promotion Gambling,’ which refers to promotion or profiting from unlawful gambling as an operator.  Such a charge could result in either a Class A Misdemeanor or a Class B Felony, and such charge is likely largely pursuant on the amount of money involved.  Furthermore, it could be assumed that anyone found guilty of a Class A Misdemeanor would find themselves charged with a Class A Felony on any subsequent offenses. Â
There are also laws that prohibit the, ‘Possession of a gambling record,’ but once again, such laws apply only to operators.  In fact, it is considered an affirmative defense to the charge that the possession of gambling records was conducted as a mere player.  When that happens, the person is simply theoretically facing the charge of, ‘Unlawful Gambling,’ which is, again, a mere violation as a first offense.Â
A cursory search of arrests related to unlawful gambling in the State of Alaska only turned up a gambling house, operated on a for-profit basis, that was raided in 2006 with over $50,000 in monies and chips confiscated...but with no actual arrests. Â This was conducted after a year of investigation, and again, actually took place regarding an unlawful and land-based for profit enterprise. Â
Not surprisingly, I could not find any indication that individuals playing online, and acting only as mere players, have ever been arrested or charged in any occasion with the crime of, ‘Unlawful Gambling.’  Once again, this information is hardly surprising to me as I have never actually encountered a situation in which mere players have ever been charged with online gambling in the State of Alaska or any other.
In conclusion, I am going to consider Alaska Moderately Restrictive simply because there are legal definitions that do, in fact, prohibit, ‘Unlawful Gambling,’ and would point to the fact that Online Gambling is, in fact, illegal because it has not been specifically legalized by the State.  In addition to that, the State of Alaska does theoretically have penalties for mere players, even though the first penalty is a meaningless violation.  Any person who is found guilty of a violation due to online gambling (which is incredibly unlikely) could simply never do it again and would not face any actual meaningful penalties. Â
Due to the legal definitions and proscribed theoretical penalties for players, however, I would consider Alaska more restrictive than Alabama.
