Cape Verde is a group of islands off of the west coast of Africa. They are close to Senegal and Mauritania to the east, but they are completely surrounded by the Atlantic Ocean.
Overview
Big changes have come for gambling in the past few years in Cape Verde as they have started gearing up to try to bring in more tourism. Along these lines, they've lowered the barrier of entry for opening casinos and other types of gambling activities. Even though they're very serious about this expansion, they have not gotten to the point of regulating the online gambling side of things. Like many tourism-centered gambling jurisdictions, Internet gambling sites won't really bring in much money for the local economy in the context of tourism, so it's not something they have been focusing on very much at all.
Licensing
While there is no licensing process in place for online gambling sites in Cape Verde right now, we can look at how they've handled land-based licenses in the past to get an idea of how they may handle Internet licenses in the future.
One of the first things that stands out is that they originally set the barrier for entry pretty high for land-based casinos. They did this with large upfront fees, and the idea was to keep the market from becoming over-saturated. Over time, they realized that this wasn't really an issue, so they've dropped that barrier for entry down quite a bit, and there are more places to play than ever before.
As far as Internet licenses go, we can be sure that if they regulate the industry, then they will do so with an eye towards limiting the number of licenses that are given out initially so that they can take a close look at how all of the "moving parts" of the industry work. This is a great approach that will help to make sure the industry thrives and that only high-quality providers are allowed licenses.
Player Protections
Cape Verde is extremely serious about having a high-quality gambling environment. Along these lines, they take player protection very seriously with their land-based licensees, and there's no reason to think that they wouldn't have the same level of seriousness with any future Internet licensees. While there are no licenses being granted right now, it's pretty much a given at this point that strong methods of player protections will be used in the event that they regulate the online side of the industry.
